as at the southern coast; on theother hand,
thewestern coast has vast virgin sandbeaches,
curativemuds, springswithmineral water,
balm climate– it’s only a short list of valuable
recreational resources of the region.
It is indispensable tourgently takemeasures
for thepreservation anddevelopment of the
westernCrimea as of an integrated complex.
After all, noneof the rural councils have
sufficient own resources inorder to solve issues
likeestablishment of National natural park,
refurbishment and constructionof anewVIP-
airport, erectionofwind-driven and solar power
plants, desalination stations etc., not to speak
about solving social problems. Itwouldbehighly
unreasonable towait until investorswill come
and start to solve theseproblemswithout active
participationof local communities.
In the case the local authoritieswould
not adhere to a sound concept of the region’s
development andwouldnot establish an
institution able tomonitor the investment
projects in the region, the haphazard
distributionof landwill result in the aggravation
of the old and emergence of newproblems,
accompaniedby huge losses.
Very instructive in this relationcouldbe the
experienceof theUnitedArabEmirates – the
country that hasbeenable (owing in the first
place to thewell-designed strategyaimedat the
useof land resources) toconvert thedesert intoa
tourist paradise. The local authoritieshave started
workmostlyat theperipherical areaswhichwere
not veryattractive for the investors as theyhave
lacked thenecessary infrastructure. Later,when
theyhave reached thebest plots locatedat the
coast of theArabGulf, their valuehaveexceeded
theprimaryvalueby several timesbecause they
were, by this time, surroundedbyareaswithwell
developed infrastructure.
Inorder to implement such approach in
thewesternCrimea, it is necessary to create at
least the cadastral register of the region. There
is aneed to create an integrated system for
registering investment proposals, toelaborate a
unified systemof requirements to the investors,
coordinate itwithexisting international standards
so that a contributionof eachpersonwould first
of all work for the sakeof the region’s prosperity.
OnApril 18, 2007, themembers of
the SupremeCouncil (parliament) of the
Crimeahave adopted adraft resolution “On
Establishment of Economic Societywith the
Purpose to ImplementMeasures Aimed at Steady
Development ofWesternCrimea”. The resolution
envisages the creationof economic joint stock
companywhichwill render assistance in the
planneddevelopment ofYevpatoriaurban and
Saki, Chernomorskoye andpartly Rasdolnoye
rural districts, withoverall areaof 252000
hectares. Themain activityof the companywill
bedirected at theestablishment in thewestern
Crimeaof a territoryof steady ecological and
social development, withpredominanceof
recreation. TheChairmanof the SupremeCouncil
of theCrimeaAnatoliyGritsenkohas commented
thenecessityof theestablishment of the
company as follows: “Wedon’twant anymore
to allocate tinyplots for dubious projects; as a
result, our budget receives no funds and there
areproblemswithoperation”.
Themaingoal of the establishment of the
company under theumbrella of statebodies (in
this case, it is the Property Fundof theCrimea) is
