businessmen. Today the situationhas changed
and foreign investors show real interest towards
this field. Possibly, quite soon, therewould
benewbuildings inArab styleon theBlack
Sea shore that are similar to theworldwide
known complexesDubaiMarina andMadinat
Jumeira inDubai. Investors fromUnitedArab
Emirates (AbuDhabi, Dubai), such as Emaar,
DubaiWorld andothers became interested in
the autonomous republic and in the autumnof
2007, they aregoing to arrive for negotiations
on joint construction and investment. The
participantswould include representatives from
theGovernment ofMoscow, St. Petersburg,
Kazakhstan andAustria. According to theGeneral
Director of UkrainianTradeCenter in theGulf
Countries Sergey Pachkovskiy, who initiated the
visit of the Emirates sheikhs toUkraine, theArab
investors areonly interested inmajor projects
– at least $100–200million. For instance,
Emirates companies Emaar, Rustar, Limitless are
willing to study thepossibilityof financingof one
of thepriorityprojects ondevelopment of the
Autonomous Republicof Crimea, such asWest
Crimea, which are tobecome a kindof LasVegas
orMonteCarlo inUkraine. Implementationof
this projectwould allow constructionofmore
than20,000hotel rooms.
It is planned that by 2010, Crimeawouldhost
up to11million tourists annually. For reference:
Dubai (UAE)withonly 1.2million inhabitants is
visitedevery year by 6million tourists.
The tablequotedbelowprovides an ideaon
thedevelopment of Dubai over thepast 10 years
andon theeffect suchdevelopment hadon its
trade and tourism.

To comment this table, it is necessary to
note significant roleof theGovernment of Dubai
both inproposing anumber of projects and in
their legalizationbymeans of introductionof
proper changes into the legislation. It alsowould
bedesirable todescribe the roleof trade in
development of tourism ingreater detail. Trade
always has played amajor role indevelopment
of tourism in thewholeworld. Thus, in Japan,
there is an interesting tradition. If someone
goes on a tourist trip to foreignparts, on the
eveof the journeyhe invites relatives, friends
and colleagues and all of themgivemoney
to the tourist andwishhim apleasant trip. In
turn, the tourist has tobuygifts for them for the
equivalent of thegiftedmoney.
It is known that the following factors form
the foundation formodern tourism:
- access togoods and services, which are
absent in the consumer’s country;
- lower prices for anumber of goods, as
compared to those in the consumer’s country;
- entertainment, new impressions,
familiarizationwithother cultures.
In turn, thepriorities of the tourist spending
hismoney aredeterminedbyhis focus, i.e. by the
things the touristwishes toget fromhis vacation
(table3).
